With Hartley among the replacements, Chris Robshaw and George Ford will co-captain the team.
Elsewhere, Exeter Chiefs’ Sam Simmonds comes in for Nathan Hughes to start for England for the first time, while Ellis Genge comes in for Mako Vunipola in the front row.
Charlie Ewels comes in for Courtney Lawes to partner Joe Launchbury in the second row, Sam Underhill replaces Maro Itoje in the back row, Danny Care is rewarded for last week’s try with a start in place of Ben Youngs at scrum-half, Alex Lozowski and Henry Salde comes in for Owen Farrell and Jonathan Joseph at centre, and Mike Brown replaces Anthony Watson at full back.
Jones feels that this is a good opportunity for some of the squad players to make a good impression ahead of next year’s Six Nations:
“This week it is an opportunity for some squad members who haven’t been playing to put their best foot forward. We will have to play smart and will need to find ways to win the contest against Samoa.”
